Is This Video Taken Out of Context or Not? I Can't Trust FactCheck.org

I saw this video and asked myself the question "Has this been taken out of context?"
If you scroll down to look at the comments responding to the linked video, absolutely everyone of them agree that Biden meant exactly what he says in the video. Furthermore, among the responses to the statements, there were myriad affirmatives (thumbs up) and not even one negative response (thumbs down) to the statements.
I looked to see what "FactCheck.org" had to say on the subject. The headline of their article read:
"Viral Posts Take Biden Quote on Voter Fraud Out of Context"
I remember a quote that Mr. Biden had repeatedly taken out of context. The quote was that Mr. Trump had said 'there were very nice people on both sides' in reference to a fatal, apparently racially charged, debacle in Charlottesville, NC. By so doing, Biden was implying that Trump was a racist. The same charge of racism was taken up by Chris Wallace in the first Presidential debate and, of course, never removed by Biden (who, by the way, is still not 'President Elect') from his repertoire of charges against the sitting President. It is hard to imagine that ignorance by both, Mr. Biden and Mr. Wallace of the well documented condemnation of White Supremacists on the part of Mr. Trump was not intentional and politically motivated.
Out of curiosity, I looked to see what FactCheck.org had to say on the subject. Their article that I found read:
"Trump Has Condemned White Supremacists"
Aside from the fact that the first FactCheck article is more straight forward and explicit and the latter, more wordy and vague, their respective headlines say a lot:
Note: The headline of the first article accuses those who disseminate the video below of spreading false and unverified information.
The headline of the second article places the onus on no one for spreading a false interpretation of Trump's comments (the falsity of the interpretation is injected vaguely in the context of the article, but not explicitly).
To put it another way, FactCheck.org accuses anyone who posts the video below of disseminating an incriminating statement about Joe Biden. By the same token, it practically gives carte blanche to Joe Biden, Chris Wallace or anyone who hates Donald Trump to spread a false narrative about the President.
One comment below the video said "...he [Biden] was simply too impaired to realise that accidentally he spilt the beans..."
I'll let you be the judge. Is this video out of context or not?
